HYDROELECTRIC POWER PLANTS REVITALIZATION PROJECT
Project Summary: Create an optimized and modernized energy structure to offset the many power generation units that are not currently operational or are underutilized due to deferred maintenance and hurricane damage.
Scope of Work: Increase reliability and resiliency of hydropower system and increase capacity to at least 70MW.
Impact: Capitalize on Puerto Rico’s advantageous geography where sea water can play a protagonist role to diversify and strengthen its energy portfolio with renewable energy sources.

BATTERY ENERGY STORAGE SYSTEM
Project Summary: Assist in the recovery and modernization of Puerto Rico’s electric grid by constructing utility-scale energy storage systems to increase resiliency, thereby promoting public interest and overall economic growth.
Scope of Work: Design, build, finance, operate, maintenance services for a utility scale energy storage project.
Impact: Reduces overall grid costs by increasing grid operational efficiency. Also increases resiliency in the energy system and stabilizes response to peak demand.

FLEXIBLE DISTRIBUTED GENERATION UNITS
Project Summary: Deploy up to approximately 450 MW of power to be installed at existing Puerto Rico Electric Power Authority (PREPA) flexible generation and distribution units to improve system reliability, with the goal of relocating certain units throughout Puerto Rico to support eight (8) mini grids identified in IRP.
Scope of Work:
Design, install, operate and manage mobile and/or fixed power generation units to address peak periods for the provision of up to approximately 450 MW, pursuant to a 25-year contract.
Impact: The initiative helps lay the foundation to reach 100% use of renewable sources to provide electricity service, with peaking units that could be transported where needed to stabilize the system.

PALO SECO
Project Summary: Provide generation capacity in northern Puerto Rico to assist in recovery efforts from Hurricanes Irma and María to increase reliability, resiliency and efficient operation of Puerto Rico’s energy generation system.
Scope of Work: Gain flexibility in generation, operation, and rapid response to help manage the integration of renewable energy resources into the electrical grid. Reduce the cost of power generation and meet customers’ electricity demand needs at the lowest achievable cost.
Impact: To reduce operating expenses, increase efficiency, minimize energy theft, diversify energy sources, establish smart grid technologies for energy control and consumption monitoring and maximize the use of advanced technology.

Thermal Generation Facilities
Project Summary: Day-to-day operation services of Legacy Generation Assets, including start-up, load variations, active follow-up of operating parameters and alarms, shut-down of the plants or units.
Scope of Work: Manage, operate, maintain and eventually decommission some of all the Legacy Generation Assets, base-load generation plants and peaking plants.
Impact: Increase the safety, reliability, resiliency, power quality and efficiency of Puerto Rico’s Legacy Generation Asset operations; implement operational excellence of electricity generation facilities, including improved safety and compliance with environmental and increased cost efficiency with the T&D Operator.

SAN JUAN BAY CRUISE TERMINALS
Project Summary: Improve conditions, modernize maritime ports and provide better amenities to the hundreds of thousands of cruise ship passengers that sail through the Island every year.
Scope of Work: Design, build, finance, operate, and provide maintenance services for the improvement and operation of Ports of San Juan passenger piers.
Impact: Perform capital improvements in the Ports of San Juan passenger piers and optimize its operations to strengthen Puerto Rico’s position as a world-class tourist destination.

MANAGEMENT OF REGIONAL AIRPORT NETWORK
Project Summary: A short-term contract for the operation and maintenance of Puerto Rico’s nine (9) regional airports located at Arecibo, Aguadilla, Culebra, Ceiba, Vieques, Humacao, Mayagüez, Ponce and San Juan (Isla Grande).
Scope of Work: Daily operations, management, administration and routine maintenance of all airport facilities and its equipment.
Impact: An optimized Regional Airport Network with increased operational and maintenance efficiencies and improved commercial performance, along with a reduction of costs.

PRASA's METERING INFRASTRUCTURE & CUSTOMER SERVICE EXPERIENCE PROJECT
Project Summary: A performance-based contract for a massive and island-wide undertaking to replace the Puerto Rico Aqueduct and Sewer Authority’s (PRASA) existing water meters with more advanced and smarter models. This reduces non-revenue generating water use and improves customer service and reliability.
Scope of Work: Design, build, finance, operate, and provide maintenance services for the replacement of meters and optimization of water-related customer services.
Impact: More than one million water service customers across the Island stand to benefit from transparent and fair billing practices, and the utility is made more accountable while it strengthens its commitment to quality service.

STUDENT LIFE PROJECT AT THE UNIVERSITY OF PUERTO RICO MAYAGÜEZ CAMPUS
Project Summary: Project bundles the design, build, finance, operations and maintenance of an on-campus student residence hall, parking facilities, and certain additional capital improvements.
Scope of Work: Provide an enriching student life experience, enhance academic performance, deliver infrastructure improvements, increase student retention and loyalty, and improve quality of life of the Campus community and the Mayagüez area.
Impact: An immediate direct and positive effect on academic performance through the renovation of the higher education facilities, providing new ways of learning, collaboration, social interaction and strengthening school spirit, pride and identity.

CONSOLIDATED PUBLIC SAFETY TRAINING CENTER
Project Summary: Strengthen the professional capacity of law enforcement and public safety officers, while complying with the requirements of the Police Reform Agreement.
Scope of Work: Design, build, finance, operation and maintenance services for a consolidated public safety training center for officers from the Department of Public Safety and the Department of Corrections.
Impact: Among other initiatives: (1) The Project should enable the Department of Public Safety to comply with the legislative mandate of Act 20; (2) the Departments should enable a reduction of overall training costs from its budget; (3) the Departments should be able to provide uniform, reliable and consistent public safety training.

LUIS MUÑOZ MARÍN INTERNATIONAL AIRPORT
Project Summary: A Concession Agreement with Aerostar Airport Holdings LLC that allows the company to operate and improve the Luis Muñoz Marín airport. The government maintains the asset ownership and participates in revenues generated by the airport.
Scope of Work: Achieve operational efficiency, increase airline and passenger capacity, undertake improvements and general maintenance.
Impact: In 2009 the airport handled 4,635,798 passenger boardings and 222,932 short tons of cargo. Luis Muñoz Marín airport is the main entry point to the Island, both domestically and internationally.

HIGHWAYS PR-22 & PR-5
Project Summary: A Concession Agreement between Autopistas Metropolitanas de Puerto Rico (“Metropistas,” a consortium made up of Goldman Sachs Infrastructure Partners and Abertis Infrastructures) and the Puerto Rico Highways and Transportation Authority.
Scope of Work: Improvements and maintenance of highways PR-22 and PR-5 aimed at rehabilitating and improving road safety.
Impact: Approximately 30 million vehicles transit these highways each year, generating $85.1 million through the automated toll collection system.

ELECTRIC POWER TRANSMISSION & DISTRIBUTION SYSTEM (T&D)
Project Summary: Increase electric power transmission, as well as distribution resiliency and reliability, by implementing new technologies that will also help deliver low-cost electricity to utility customers in Puerto Rico.
Scope of Work: A long-term contract for the utility’s management and operation of the Island’s electric power transmission and distribution system.
Impact: Includes the administration of certain federal disaster recovery funding applicable to the energy sector.

TRANSFORMATION OF THE PR FERRIES SYSTEM
Project Summary: An effort to significantly improve and modernize the municipal ferry service provided in the key routes of Cataño-San Juan and Ceiba-Vieques-Culebra, and to reduce the government subsidy of the current maritime transportation system.
Scope of Work: An operations, maintenance and financing contract that includes the current service from Ceiba, as well as online ticketing and ferry status information for added passenger convenience.
Impact: Increase reliability of the ferry system to provide a better service for the residents of Vieques and Culebra, while boosting an important sector of Puerto Rico’s tourism economy, with visits by thousands of local and international passengers per year.
