From 2017, Portela was the Executive Director of AAFAF, where he played a pivotal role in the Government's PROMESA-guided fiscal and debt restructuring before his departure in 2018.

Served as AAFAF's Executive Director beginning July 31, 2018. Sobrino was a key leader in the Government's fiscal and debt restructuring efforts under PROMESA before leaving his post later in 2019.
